POSITION SUMMARY

The Procurement Compliance Manager will have hands-on experience in compliance with DCMA CPSR requirements to lead the Corporate Procurement staff. This is a Hybrid position with a work schedule requiring two days a week in the office and three days remote

RESPONSIBILITIES

  • Provide up-front support to procurement personnel in translating regulatory and contractual requirements for CPSR files
  • Monitor, audit and evaluate procurement practices to ensure compliance with corporate policies, procedures and standards
  • Review procurement files to ensure compliance with CPSR folders and forms; provide real time feedback to affected procurement personnel
  • Maintain responsibility for conducting pre- and post-award compliance reviews of procurement files
  • Interface with buyers on taking corrective actions and ensuring compliant files
  • Interface with Procurement staff to effect successful collaboration with Operations staff
  • Takes lead in maintaining compliance with CPSR approved business systems, and subcontract and PO templates and forms
  • Ensures procurement team compliance with updated policies set forth in P&P
  • Establish baseline bills of materials (BOM) for repetitive programs (FPS, International Security, WPS, etc.)
  • Assist with training initiatives to roll out new practices and process improvements
  • Collect and collate procurement metrics for reporting requirements
  • Collect and provide inputs for ISR and eSRS reporting
  • Initiate and administer Constellis Self-Assessment practice including:
    • Quarterly monitoring of compliance trends to include assisting Sr. Director in developing, maintaining and delivering procurement training for Procurement staff
    • Semi-annual monitoring of compliance trends to include assisting Sr. Director in developing, maintaining and delivering procurement training for Operations staff
  • Other duties as assigned.

QUALIFICATIONS

  • High School Diploma required and Bachelor degree desired
  • Seven years of experience in corporate procurement policy
  • Five years of hands-on experience in compliance with DCMA CPSR requirements.
  • Experience in CPSR audit and compliance review
  • Prior Supply Chain Management experience
  • CostPoint proficiency
  • Ability to coordinate and prioritize multiple tasks
  • Ability to critically analyze work product
  • Ability to skillfully apply procurement knowledge to strengthen purchasing system processes and compliance
  • Ability to develop effective relationships with corporate counterparts (operations, BD, management) and other subject matter experts.
